Thank you for taking the time to visit our website. The public consultation closed in April 2023 and the project team would like to thank everyone who submitted feedback about our plans.

All feedback received was reviewed and summarised in a Statement of Community Involvement which was submitted to East Lindsey District Council alongside the Hybrid Planning Application. The application has now been validated and Bride Hall expects the Committee to make a decision in the coming months. The application can be found via searching for REF: N/105/01181/23 on the Planning Portal

The
Location

The site is strategically located to the north of Louth, on a 24-acre piece of land to the west of DS Smith Packaging. The development sits across the A16 from Fairfield Industrial Estate and will be accessed from Northfield Roundabout.

The land has already been allocated for employment uses by East Lindsey District Council in their Local Plan and offers a well-connected and conveniently situated site to bring forward a mixed use development that can support the needs of a growing town as well as neighbouring villages.

Sitting just a 20 minute walk or five minute drive away from Louth town centre, our edge of town development provides a perfect location; close enough so that it can be easily reached by the local community, yet far enough away to protect the town’s history and heritage

Bride Hall Developments want to support long-term prosperity and sustainable growth for East Lindsey so that it can continue to be a place where everybody has a chance to thrive. That is why we are proposing the creation of Northfields Park – a high-quality and modern, mixed use retail and industrial development that will provide significant investment in the town as well as supporting hundreds of new jobs.

A sensitively designed scheme

Bordering the Lincolnshire Wolds, Northfields Park has been carefully designed to blend into the natural surroundings. Established mature trees and woodland will be retained around the boundary edges, creating a buffer zone to help maintain pleasant views and existing ecosystems. New native planting will weave throughout the site, and at the northern end there will be 4 acres of enhanced green space, creating new habitats for wildlife and future employees to benefit from, ensuring the scheme achieves net biodiversity gain.

A convenient location

Situated to the north of Louth town centre, Northfields Park provides a sustainable and accessible location for a new industrial and retail development. With plenty of parking on an at-grade site with new electric vehicle charging and access directly onto the A16, Northfields Park represents a great location for people to visit by car. We will also make it easy to reach by foot or by bike, with new walkways, improved pedestrian crossings, the introduction of cycle parking and better wayfinding towards the town centre.

Supporting sustainable growth in Louth

Northfields Park presents a great opportunity to deliver long-term investment in Louth, and create sustainable jobs. The modern site, with a new petrol station and national retailers, including a new Tesco store, will instil confidence in local businesses who need industrial space to remain in Louth and attract new ones to the town. The site can support other operational industries in the area, such as haulage, manufacturing and farming, fostering long term relationships and stable employment opportunities for the people of Louth.

The Tesco store will have a priority placed on providing a wide choice and great value food offer for the people of Louth and beyond. The entrance foyer will provide an attractive, uncluttered and welcome atmosphere for customers, ensuring a pleasant shopping experience. With so much to offer, the store will help people to shop locally for both their main weekly shops and top up trips throughout the week, keeping spend in Louth for the benefit of Louth. The store will include:

Community-driven venture 

Our store will have a large ‘community board’ displayed, which will provide information about local businesses, retailers, trades and events within Louth, free of charge. The board will also provide directions to the town centre, including how to get there by foot, bicycle, car or public transport.

Supporting the town centre

We recognise the strong heritage and independent nature of the market town and we do not want a new store to take away from that. That is why Louth’s Tesco will have no extra produce counters, so visitors are encouraged to venture into the town centre to supplement their food shop.

A sustainable future 

Tesco is leading the retail sector in achieving decarbonisation. With an ambition to be net zero by 2035, the new store for Louth will be no different. The store will have energy conservation measures installed such as LED lighting, doors to refrigerators, shelf edge technology and point of use electric water heaters to keep emissions low.

Traffic and highways

A Transport Assessment, a technical document that assesses the likely impacts of the proposed development, will be submitted alongside the planning application.

Flood Risk

The site is located within Flood Zone 1 (Low probability), which means there is a very low risk of surface water flooding and a negligible risk of groundwater flooding. A Flood Risk Assessment will be submitted with the planning application which will review the impact the development would have and identify any mitigation measures required.

FAQ's

Bride Hall Developments is bringing forward plans for a mixed use industrial and retail scheme which will house a Tesco food store and two other retail units, and approximately ten industrial units to the north of site.

The development will be brought forward on land off Northfields, to the west of Fairfield Industrial Estate and the A16. It will be accessible via Northfields, the current access road for DS Smith Packaging, from the A16 Northfield roundabout.

The entire development will cover around 24 acres. This encompasses the Tesco store, the two retail outlets, approximately ten industrial units, 4 acres of enhanced green space, as well as room for visitor and employee parking, loading bays, and access roads. 

Allocated in the local plan for employment purposes, the site is primed for this type of development. Situated next to the strategic A16 road network in the area, the site sits at the edge of town in a bid to avoid taking up valuable space and character from the town centre.

The site will also encourage the expansion of the existing employment offer which sits in close proximity, just on the other side of the A16. The estate already offers a variety of independent traders and intends to supplement this in its new offer.

Bride Hall Developments believes that this industrial location will further encourage business to this area, in turn inviting more investment into Louth and surrounding areas.

The provision of a high-quality and modern, mixed use retail and industrial development, strategically to the north of the town centre, will signify a £20 million investment in Louth and its future, as well as supporting hundreds of new jobs. This long-term investment in the town will help boost the local economy and encourage sustained growth all year round helping to tackle pockets of deprivation.

Bride Hall Developments recognises the strong heritage and independent nature intrinsic to Louth this development will not take away from that. Instead, our development will broaden the offer, opening up new opportunities and exciting possibilities for growth.  

The introduction of industrial units aligns with ELDC’s aims to enhance the employment offer for the town, providing the room for existing local businesses to expand their operations whilst also attracting new businesses to the town.

With a new Tesco store and other national retailers, businesses that choose to locate at Northfields will have the confidence of a lasting commercial presences, as well as offering residents and visitors more choice and great value options for their shopping. 

The Tesco store will occupy a site of around 31,000 sq. ft., with a sales area of around 20,000sq. ft., similar to the size of the Co-op in the town centre and the Mablethorpe Tesco store. Whilst providing new products and exciting offers, the store will not contain any sub-lets nor grocery counters such as a butchers, a bakery or a café, encouraging shoppers to venture into Louth town centre for these goods.

 East Lindsey District Council recently completed a retail survey that found a quantative need for additional convenience floorspace in the town to cope with current overtrading and a growing population. A new Tesco, on a similar scale to our recent opening in Mablethorpe, will be able to help with this growing demand, as well as reducing the leakage of people traveling further afield to do their shopping and helping to keep spend in Louth.

Northfields Park will bring exciting and varied opportunities for employment, experience and apprenticeships aimed at varying levels and skillsets for all that are interested. Whilst dependent on who will ultimately occupy our retail and industrial units once built, we expect the development to lead to the creation of new job roles both throughout construction and operation as well as supporting various industries, such as haulage and farming, throughout the supply chain. 

The Tesco store intends to mirror that of Mablethorpe, which offers 100 part time roles a week and 10 full time roles over 32 hours a week. Tesco is committed to hiring locally, with 80% of their staff at Mablethorpe located with 5 miles of the store.

As well as providing an economic boost and opportunities for employment, Tesco is well-embedded across East Lindsey and will do what it can to support residents across Louth and beyond. 

The store will donate surplus food via the Tesco Community Food Connection scheme run in partnership with FareShare, a food redistribution charity. Stores in East Lindsey have already donated 29,748 meals donated via Community Food Connection.

The Tesco Community Grants scheme has donated a total of £100m nationally to support 37,000 local community projects since 2016. In the Louth and Horncastle constituency, 122 projects have received a total of £239,148. 

Yes! Whilst providing significant parking at Northfields to accommodate those working at and visiting the development, we are committed to ensuring sustainable methods can be used to reach the site. We will introduce new charging points for electric vehicles, cycle parking, new pedestrian routes and crossing improvements, and wayfinding from the site to the town centre. 

The consultation will run from Tuesday 9 May until Tuesday 23 May 2023. Once the consultation has concluded, all the feedback received will be considered by the project team, and used to shape the proposals. 

This feedback will be summarised in a Statement of Community Involvement, which is publicly available with the hybrid planning application submitted to the East Lindsey District Council.
